It's been a long time since I've posted, because things have been delayed quite a bit. Not so much by the embassy, but more by the paperwork involved and all the steps David needed to take before being granted an interview. He had to go through a few doctor's visits for various tests and innoculations, all to make sure he is medically sound to come to the US. With David's crazy work schedule and all his business trips though it was hard to make it happen quickly.
After submitting the paperwork and doctors' records to the Embassy, it took several weeks for him to hear back. In part I think because K-1s dispensed in Cambodia were before being handled in Thailand and now Cambodia, and all the paperwork and processes got held up a bit in the transfer of the procedures.
Now, finally, April 20th! he has an appointment to go in for a meeting. Cross your fingers that everything goes well! This should be our last hurdle before they issue him the letter he needs to come to the US and be granted his K-1 visa!

We receive the invitation from the Embassy
The US Embassy in Cambodia finally responded... They acknowledged receiving the letter from the NVC, and have dispensed yet MORE paperwork for us. This time it was sent mistakenly to ME, but at my permanent address (which is my Mom's). Strange though because this is paperwork meant for my fiance to fill out. Why they sent it to me I have no idea.
I asked my Mom to send the paperwork to David via FedEx and he received it within a week or so. Lots more to fill out, and a lot of it the same info as we've filled out before. Annoying, but necessary I know. After he submits the paperwork he should have an interview at the Embassy there and hopefully be granted his K-1 soon!

Application going to his embassy
Hi everyone. I'm excited to report that I received a letter last week. Dated November 23, 2006. It says that the National Visa Center (NVC) has approved our I-129F petition! It says that within a week the petition will be forwarrded to my fiance's home country to the US embassy there.
I am super excited :) I will post again when David hears from the Embassy.

I-797C Notice of Action
Great news everyone! I received our I-797C Notice of Action in the mail today! What does this mean? It means that my I-129F petition has been approved, and will now go to the National Visa Center (NVC). This is step 2 of the 3 steps to this whole process I described. The notice date on my I-797C is November 9, 2006. My original receipt date was September 13, 2006. That means it took not quite two months to process this step.
Here is the text of the form for your reference:
The above petition has been approved. We have sent the original visa petition to the Department of State National Visa Center (NVC), 32 Rochester Avenue, Portsmouth, NH 03801-2909. The INS has completed all action; further inquires should be directed to the NVC.
The NVC now processes all approved fiance(e) petitions. The NVC processing should be complete within two to four weeks after receiving the petition from the INS. The NVC will create a case record with your petition information. NVC will then send the petition to the U.S. Embassy or Consulate where your fiance(e) will be interviewed for his or her visa.
You will receive notification by mail when NVC has sent your petition to the U.S. Embassy or Consulate. The notification letter will provide you with a unique number for your case and the name and address of the U.S. Embassy or Consulate where your petition has been sent.
If it has been more than four weeks since you received this approval notice and you have not received notification from NVC that your petition has been forwarded overseas, please call NVC at (603) 334-0700. please call between 8:00am-6:45pm Eastern Standard Time. You will need to enter the INS receipt number from this approval notice into the automated response system to receive information on your petition.
The approval of this visa petition does not in itself grant any immigration status and does not guarantee that the alien beneficiary will subsequently be found to be eligible for a visa, for admission to the United States, or for an extension, change or adjustment of status.
THIS FORM IS NOT A VISA NOR MAY IT BE USED IN PLACE OF A VISA.

This case has been approved!
Got some sort of approval notice (Notice of Approval?) in my email today :) This is very good news. I think that our case is now sent on to the national center, further approved and then sent to the consulate in my fiancee's home country. Cross your fingers for us!

Checking I-129F processing Time
It seems you can also check the average processing time of an I-129F Petition. To do so, check out:

It seems that it is only listing a processing time for the California service center. Since I live in North Carolina I believe mine is processed in Texas. There is no processing time listed for I-129F petitions in Texas, so I am not certain how long this will take. According to the site in the California Service Center however, they are now processing applications with a receipt date of March 20, 2006. That is about a six month wait. Agh!

Checking your I-129F status
You can check the current status of your I-129F application online. Just visit this page:
https://egov.immigration.gov/cris/jsps/index.jsp
You must have your "receipt number" which is located on the top left of your I-797C (Notice of Action). That is the form you receive as a receipt for submission of your I-129F.
When I checked our status, I got the following generic message:
Your I129F PETITION FOR FIANCE(E) was received on September 13, 2006. We will mail you a decision as soon as processing is complete. You can use our processing dates to estimate when this case will be done. Follow the the link below for current processing dates.
I am guessing that I will be getting this message for a long time :-(
